Rule 63
Cost estimates should be prepared

(1) For the purchase of any construction work, goods, consulting services or other services, a cost estimate should be prepared as mentioned in this regulation.
(2) While preparing the cost estimate of the purchase, the following points should be considered:-
(a) All work related to procurement may be done through a single procurement contract or a separate procurement contract should be made after the work,
(b) whether or not the purchase agreement should be renewed,
(c) If there is any other option for doing the work, such option,
(d) The maximum amount and time that may be required to complete the work under the purchase agreement,
(e) Matters determined by the local authority to be considered in preparing cost estimates,
(f) Mobilization and demobilization expenses including bid or performance guarantee, insurance, facilities to be given to consultants, quality testing, occupational health and safety, edge welt map, performance guarantee commission expenses etc. should be included in the cost estimate.
